Citrix users may see a dialog box with the message "To log on to this remote computer you must have terminal server user access permissions...."  when specify a start up program in Jump Desktop.

To workaround this issue use Terminal Services Configuration\Connections (tscc.msc) to modify RDP-TCP properties. Click the "Citrix Settings" tab and uncheck the "Non-administrators only launch published applications" checkbox.
