Windows to window language change problem.

Both OS are using windows. 
The language used is Korean.
The key to convert English to Korean is set to the right Alt key in both environments.
However, the conversion does not work. Is there a solution for this?

  Most keys work fine.

  But the keys to change the language don't work properly.

  The keyboard layout is 101 and language conversion is done with right alt.

  Language conversion works fine using the keyboard on each computer, but it doesn't work after remote connection!

  Both computers are using the same keyboard, so I don't think it's a problem with the keyboard software.
