Cannot Create SSH Tunnel - iOS

I am getting this with both VNC and RDP on iOS:

Could not create SSH Tunnel
Error Details: would block requesting userauth list (6)

I can connect at home using this connection but not on another WiFi.

I can also use a regular ssh client which works too.
