Three finger tap (toggle keyboard) not working since iPadOS 13.1

Three-finger tap (toggle keyboard) is not working since iPadOS 13.1 because of the new "feature" of iPadOS. App developers have to disable the system three-finger tap shortcut in order to have their own implementation of three-finger tap. Please fix this problem. Thanks.
