Mouse Scroll wheel problems ios to windows 10

I have a magic mouse 2 connected to my iPad and remoted into a windows 10 PC.  Everything works great except the scroll wheel.  It seems that it is too touchy.  If i scroll just a little, it jumps very far up or down the document.  This makes that functionality unusable.  Sometimes, when i first connect, it seems ok for a few minutes.  Other than that, the new mouse support works SO WELL!
