Can't cycle display in computer with multiple displays

Hi,

I know how to cycle display in multiple monitor setting (ctrl + shift + right).

But even if I hit the short cut, it immediately come back to the original screen that I was looking at.  

This problem bothered me pretty long time, and I couldn't find any post talking about this.

So I decided posting it to get an help.

Is there any possible reason why this is not working in my computer?

My two cent says there's something wrong with my monitor's id numbers that comes up in 

right click > display setting

for rearranging displays.

Any idea why this happens?
