MacOS: Merge Windows by Default

In MacOS, when I launch a new computer from the landing view, it opens a new window to do so.  I am able to go to Window->Merge All Windows to bring that window back into the landing view as a tab.  Is there a way to make the default launch behavior be to a tab vs a new window?  I feel like this is how Jump used to work, but changed in behavior in one of the updates, but perhaps it's a setting I'm overlooking.

  Note I do have "Prefer Tabs" set to on...
